    Background


    UN Women grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.



    UN Security Council Resolution 1325 (UNSCR1325, 2000) is the landmark resolution on women, peace and security (WPS) that links gender equality to the maintenance of international peace and security. The WPS framework showed the importance of women's full, equal, and meaningful participation in effective pandemic response and peace-making efforts and provided a critical framework for inclusive decision-making and sustainable solutions.

    Under UN Women Indonesia Country Office (CO)'s three major programmes/portfolios, Governance and Women, Peace and Security (GWPS) is one of the main programme priorities funded by various donors to advance the WPS agenda at national, regional, and international levels, particularly around issues of conflict prevention, peace mediation and negotiation including counter terrorism and prevention of violent extremism, women in peace keeping operation among others. UN Women GWPS programme received generous financial support from the Government of the Netherlands to continue deepening and expanding the community-based conflict prevention initiative led by women and youth under UN Women Indonesia's Strategic Note (SN /UN Sustainable Development Cooperation Framework (UNSDCF) Outcome 1. The initiative aims to achieve two main objectives 1) prevent violent extremism through women's empowerment in building peaceful and resilient communities, and 2) strengthen gender-responsive policy design, implementation, localization, and socialization of national policies on Women, Peace and Security and P/CVE. The targeted location will be in West Java, Central Sulawesi, and West Nusa Tenggara (NTB).

    UN Women Indonesia CO also hosts the ASEAN liaison office which extends support to ASEAN and its Member States in advancing WPS agenda in line with global normative frameworks. UN Women in partnership with Global Affairs Canada (GAC) is implementing the regional programme, "Empowering Women for Sustainable Peace: preventing violence and promoting social cohesion in ASEAN" (WPS-ASEAN Project). The WPS-ASEAN Project aims to advance the implementation of the WPS agenda in ASEAN, including preventing violence against women and promoting social cohesion in the region. More specifically, the Programme will strengthen the capacities of ASEAN institutions and ASEAN Member States on WPS. Although the project largely focuses on advancing normative frameworks, capacity building and exchange of knowledge and good practices, it encompasses country-level implementation, where synergies between the regional and country-level interventions can be enhanced and leveraged. Indonesia has been one of the implementation country under the WPS-ASEAN project.



    Against this backdrop, UN Women Indonesia's GWPS programme is recruiting a Women, Peace and Security Specialist to provide substantive technical and coordination support to the WPS programme, primarily under 1) WPS-ASEAN project, including support the implementation and continuation of the National Action Plan related to WPS and P/CVE, advocacy on women's participation in peacekeeping missions, gender-responsive law enforcement; and 2) the Netherlands-funded initiative, including capacity building for national, sub-national and local governments on gender-sensitive approach on P/CVE action plan development and implementation, coordinating with CSO partners, and support community-driven initiatives in West Java, Central Sulawesi, and NTB.

    Duties and Responsibilities


    Under the guidance of the Governance, and Women Peace and Security and Humanitarian Action (WPSHA) Thematic Lead and direct supervision of the Programme Analyst, Women, Peace and Security, the Consultant will be responsible to undertake the tasks below:

    1. Provide substantive technical support to implementation of Women, Peace and Security portfolio

    • Provide technical support to the implementation of the Netherlands-funded initiative, with particular focus on 1) gender-responsive P/CVE policy development and implementation at national, subnational and local levels; 2) enhancing women's and youth's participation and leadership at community-based initiatives;
    • Provide technical support to implementing partners to engage community groups in dialogue to understand their perspectives and needs and incorporate their insights into project implementation;
    • Provide technical support to the WPS and P/CVE related policy making and gender mainstreaming within key Ministries responsible for WPS and P/CVE;
    • Provide technical advice and expertise to stakeholders on best practices, emerging issues, and innovative approaches in the fields of WPS and P/CVE;
    • Support and facilitate periodic consultations, workshops, and events with key stakeholders, women leaders, human rights experts and UN partners to gather inputs on programme implementation, as necessary;
    • Provide expertise to research initiatives or policy analysis to gather data and insights that can inform the design and improvement of WPS and P/CVE programs and policies;
    • Provide technical inputs to country strategy documents, programme/ project proposals, briefs, policy dialogue and other documents related to WPS;
    • Contribute to creating linkages with existing WPS programmes/projects, including support collaboration with other thematic areas such as those related to climate change and disaster risk reduction; violence against women/trafficking; and women economic empowerment;
    • Contribute to the preparation of reports, briefings, and presentations for a diverse range of audiences, including government officials, donors, and CSOs on relevant topics;
    • Provide support for national activities and strategies addressing WPS, and their incorporation into CO Strategies and annual work plan.

    2. Provide coordination support with the government counterparts, CSOs, implementing partners, community groups, and other stakeholders working on WPS and P/CVE

    • Identify key areas or gaps to fulfil for potential support, interventions, and collaboration with key stakeholders and partners;
    • Contribute to building strategic partnerships and contribute to the implementation of resource mobilization strategies for the WPS portfolio;
    • Facilitate regular communication and information exchange among stakeholders to ensure a cohesive approach towards WPS and P/CVE objectives of UN Women's programme;
    • Coordinate regular meetings, workshops, and forums to bring together various actors for strategic discussions and knowledge sharing;
    • Liaise with government officials to align the efforts of non-governmental actors with government strategies and priorities;
    • Coordinate with CSOs to identify capacity-building needs and provide relevant training or resources for the effective implementation of WPS and P/CVE activities;
    • Support reviewing the submission of implementing partner narrative reports as required;
    • Develop and maintain a database of stakeholder contacts, initiatives, and best practices to facilitate knowledge management and information sharing;
    • Support overseeing implementing partners to ensure that activities are carried out in a timely and efficient manner and align with the strategic objectives of WPS and P/CVE;
    • Provide substantive technical, coordination and facilitation assistance to capacity building opportunities and initiatives;
    • Build and expand relationships with national partners to support implementation and expansion of the Women, Peace and Security programme; respond to any potential problems.

    3. Contribute to the monitoring and reporting of the WPS portfolio at UN Women

    • Support monitoring the programme/project implementation of activities and finances using results based management tools;
    • Gather and compile all information necessary for results-based monitoring and reporting on the assigned project portfolio as per UN Women standard, and provide inputs to quarterly reports and donor reports, focusing on results, output and outcomes;
    • Provide support in knowledge building and sharing efforts on the Women, Peace and Security programming in Indonesia.
    • Work closely with UN Women Indonesia country office and provide support on contextualizing/localizing programme documents, country strategies, and knowledge products on Women, Peace and Security.

    Required Skills and Experience



    Required Qualifications
    • Master's degree or equivalent in human rights, law, public administration, political science, economics, social sciences, international development, or a related field.
    • Minimum 10 years' progressively responsible experience at the national and international level in design, planning, implementation, monitoring and evaluation of development programmes;
    • Technical experience in women, peace and security, preferably with field experience in managing and/or overseeing programmes in this area;
    • Experience in leading/managing a team;
    • Experience and/or knowledge of the Asia-Pacific region is a very strong asset;
    • Experience coordinating and liaising with government agencies and/or donors, in particular ASEAN, is a significant advantage;
    • Proven experience in integrating gender equality concepts into regional/global frameworks;
    • Excellent proven communications and negotiation skills;
    • Experience working in the UN System is an asset.
    • Fluency in English is required;
    • Knowledge of other UN official working languages is an asset.

    Evaluation

    The evaluation will based on the combination of the weighted technical and financial scores (80 per cent technical and 20 per cent financial).
