    Background:

BACKGROUND


UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security.


In Indonesia, UN Women works with government, civil society organizations, academia, the media, and the public and private sectors to address national priorities of gender equality and women's empowerment.

Placing the advancement of women's rights at the center of our work, UN Women Indonesia focuses on (1) Ending violence against women, (2) Promoting women's human rights, (3) Women's economic empowerment, (4) Women contribute to and have more significant influence in building sustainable peace.


UN Women Indonesia has been working to implement community-based, gender-responsive justice with various projects through 2020 and 2021, by adopting activities to support beneficiaries during the COVID-19 pandemic.

Beyond the socio-economic issues highlighted, the COVID-19 outbreak has brought many new problems and challenges to women's access to justice in Indonesia.

Persistent barriers, including stigma, fear of retribution, and deep-rooted, discriminatory gender stereotypes, which deter women and girls from registering their complaints regarding gender-based discrimination and violence, and the lack of awareness among the judiciary and law enforcement officials about gender-sensitive protocols to deal with cases of gender-based violence and about the importance of victim protection and support services.


To support the effective implementation of the Access to Justice project and activities of the WPS program in Indonesia, UN Women seeks to hire an International Consultantto provide support in the area of partner stakeholder coordination and implement and manage the projects assigned.


Duties and Responsibilities:


SCOPE OF WORK, SPECIFIC TASKS, AND RESPONSIBILITIES
Under the overall guidance of the WPS Programme Analyst/A2J Regional Specialist and in close consultation with UN Women Indonesia Head of Programmes, the consultant will undertake the following tasks:


Key Duties and responsibilities**:

Support the management and implementation of the Women's Access to Justice regional programme and WPS Indonesia programme.

  • Support in the phasing out of A2J Projects and related activities.
  • Based on partner reports draft the donor report of the Indonesia component of the regional Women's Access to Justice programme.
  • Contribute and ensure the visibilities of events and projects in collaboration with the Communication department;
  • Support the process of final evaluation of the Women's Access to Justice regional programme by ensuring good knowledge management of the project
  • Liaise with regional and national counterparts, donors, UN Women and partners to ensure the Programme results are achieved and resources are managed;
  • Monitor the implementation of remaining A2J activities in collaboration with partners;
  • Support the sustainability plan of the regional Women's Access to Justice for Indonesia, to inform the design of the second phase of the Programme
  • Develop a Concept Note for Indonesia's Access to Justice component, based on the sustainability plan and the
  • Draft a sustainability plan, focusing on Indonesia's critical priority for Access to Justice programme
  • Organize and facilitate consultations with relevant CSO and Government partners to validate the content of the plan and priority issues on Access to Justice in Indonesia.
  • Support discussion roundtables and donor outreach to advance resource mobilisation.
  • Develop a Concept Note on Access to Justice in Indonesia, align with the Regional Framework Towards Peaceful and

Inclusive Societies:

Advancing the Women, Peace and Security Agenda and Inclusive Governance in the Asia-Pacific Region and based on the Country Context.

Other

  • Undertake general administrative assignments and logístical support.
  • Finalise research products including on COVID19 impact and Access to Justice, review of advancement of legal technology in Indonesia.
  • Support project partners to finalise knowledge products on genderresponsive communitybased justice and femicide.
  • Provide inputs to annual and quarterly reports; review and coordinate the submission of implementing partner financial and narrative reports;
