JSI is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years.

JSI is currently seeking an outstanding Senior Operations Manager (SOM) in Indonesia for a portfolio of activities on the Country Health Information System and Data Use (CHISU) global cooperative agreement funded by the United States Agency for International Development (USAID).

CHISU in Indonesia is a 3-year program designed to enhance host country capacity to produce high-quality health information, to optimally manage this information, and to institutionalize evidence-based decision-making.

In Indonesia, CHISU is working with the Center for Data and Information Technology (Pusdatin) and other health directorates to strengthen governance enabling environment for HIS, increase interoperability of information systems, improve data analysis and use, and strengthen organizational development of local partners.

This is anticipated to be a full-time position based in Jakarta, Indonesia.


RESPONSIBILITIES:

The Senior Operations Manager will be responsible to ensure efficient and successful implementation of project activities with the following duties:

  • Provide financial management and administration oversight of CHISU in Indonesia, ensuring efficiencies between the technical, program management and operations teams to contribute to project success.
  • Responsible to ensure policies and procedures for Operations, Personnel, Grants Management, and Safety & Security are uptodate and in line with JSI/WEI templates and requirements as well as USAID and Government of Indonesian regulations and compliance requirements.
  • Oversee finance, grants, operations, human resources and procurement areas, including personnel. Identify areas for optimization for operations to improve efficiencies in program implementation.
  • Ensure strong lines of communication and improve integration between technical, programmatic and operational aspects of the project to support effective project implementation.
  • Provide training and/or guidance to staff in the areas of finance and operations.
  • Prepare and/or review monthly financial reports and tools (including budget tracking, field financial accounts, accruals reports, donor reports) and ensure timely submission to global CHISU finance team and/or USAID.
  • Develop, update and monitor project budgets, review variations and share with the COP and global CHISU finance team. Oversee monitoring of expenditures, identify budget variances, and work with the COP to take corrective actions as needed.
  • Manage costing and ongoing monitoring of annual work plan budgets.
  • Oversee the complete documentation and accountability of all financial transactions.
  • Coordinate with the COP to ensure that strategic and periodic budgets and forecasts are prepared and submitted in a timely fashion.
  • Oversee granting and financial support to CHISU's local partner(s).
  • Work with project and subpartner staff to ensure a robust budgeting and financial management and tracking system that adequately accounts for project funds.
  • Authorize or certify the monthly cash follow request.
  • Certify the monthly field accounts documentation, including QuickBooks vouchers.
  • Ensure accurate and timely financial information is presented to USAID, management, and project staff for decisionmaking.
  • Ensure cost savings / effectiveness and reasonableness in all allocated expenses for the project.
  • Ensure compliance with local statutes, including, taxation and annual audits, etc.
  • Identify and assess operational and project risks, implementing strategies to mitigate them.
  • Proactively address compliance issues and work towards solutions in collaboration with the COP and global CHISU finance team; and
  • Any other work assigned by the supervisor.

QUALIFICATIONS:


  • Minimum Master's degree in in business administration, finance, accounting, or other relevant field, or a Bachelor's or certified accounting degree with ten years or more of experience.
  • Minimum 8 years of work experience at a senior level finance and operations position with an international organization working with USAID/Project donor on large scale, complex projects of more than $10m.
  • Experience with accounting software QuickBooks.
  • Demonstrated knowledge, skills, and experience in accounting, financial planning and management, and procurement, among other management support areas/functions, as required.
  • Experience in developing and managing a donor funded grants program.
  • Demonstrated supervisory experience.
  • Excellent interpersonal and communication skills.
  • Excellent organizational skills and attention to detail are required.
