Position Description

Position Summary & Job Purpose:


We are looking for an experienced, proactive, and dynamic Off-Grid Business Development Manager to manage Off-Grid business activities for SINAR project.

This position will be based in Jakarta and reports to Director of Energy Procurement and Financing. Learn more about the SINAR project here.


Position responsibilities:


  • Managing tasks and activities related to offgrid business development.

Activities included but not limited:

  • Development planning for activities (work plan, terms of references, scope of work), implementation of the planned activities, delivering technical outputs, managing deliverables and monitoring outputs.
  • Provide examples of technical outputs are research and or literature review on offgrid business model and technology, prefeasibility study, economic social assessment of targeted area, front end engineering design.
  • Identify key variables for exercising offgrid business model.
  • Variables are location, champions in subnational government, project sponsors, investors, financiers.
  • Produce reports (studies, policy memo, assessment, analysis)
  • Conduct training capacity building
  • Facilitate events and discussions
  • Provide advice to counterparts
  • Manage engagement with key stakeholders related to offgrid business development (subnational government, PLN regional, Bappenas, and related ministries.
  • Support Director Energy Procurement & Finance in producing SINAR project reporting administration.
  • Support Director Energy Procurement & Finance in other areas as needed.
  • Support the senior management in the design, development and implementation of the Work Plan requested by the client.
  • Support all requested reporting by providing the necessary information while respecting the imposed timeline, milestone, and deadlines.

That includes, but not limited to:

  • Monitoring & Evaluation plan
  • Quality Assurance Surveillance Plan
  • Work Plan
  • Weekly & Biweekly reports
  • Quarterly Progress report
  • Yearly report
  • Final report
  • Supervise the development of Terms of References, SOW, Job Description, or any technical work description necessary for SINAR to hire subcontractor, consultant or employees related to the Category 3 work.
  • Support all budgetary exercise necessary for the project.
  • Will be part, on demand, of all significant meetings or calls with the client to support the senior management on the technical aspect of the implementation of Category
  • Will comply, and will ensure his team comply with any administrative, operational, and logístical procedures, processes, and requirements.

Essential KSAs required experience, skills, education, certification, etc.

  • Bachelor's degree in: engineering, applied sciences, business administration, project management, international development, economics or closelyrelated.
  • Minimum 5 years' experience and/or exposures in development of rural offgrid projects, development of renewable energy projects, involve in rural development activities.
  • Fluent in Bahasa Indonesia and English (reading, writing, and oral presentation).
  • Strong knowledge and/or understanding of policies and regulation offgrid business, institutional arrangements for offgrid business, existing examples on offgrid projects (funded by donors, government, and philanthropies).

Valued but not required KSAs:


  • Indonesian national
  • Knowledge and/or understanding energy poverty, baseofpyramid (BoP) approaches, gender and inclusive development, Public Private Partnership (PPP) mechanism, public funding available for offgrid.
  • Proven track record of assistance in feasibility studies, power purchase agreements, construction, and commissioning.
  • Familiarity with current Indonesian government regulations and incentives in renewable energy, energy efficiency and other advanced energy systems, and utility planning, procurement, and operations.
  • Existing working relations with the Ministry of Energy and Mineral Resources, PLN, project and with developers, banks/financial institutions, GOI, provincial government, and PLN officials, developers, banks/financial institutions, and research and development and industry organizations.
  • Familiarity with USAID procedures and practices for quality control, including monitoring.
