Job Description (Roles and Responsibilities)


Main Purpose of Job:


The Digital Access Programme in Indonesia is a multi-year programme funded by the UK Government that aims to facilitate wider, safer and more affordable access to the internet for excluded populations, harnessing the power of digital inclusion to tackle poverty, build prosperity and enable millions of people - especially socio-economically disadvantaged populations - to benefit from digital services and opportunities.

The Digital Access Programme aims to address the fundamental constraints to digital inclusion through a multi-pillar structure, as well as harnessing expertise of the UK government and private sector.

You will be the Pillar 1 lead, working seamlessly with other teams to ensure cross-pillar coordination and coherence.


Pillar 1 (Digital Access): Test and validate innovative business models that facilitate the sustainable expansion of affordable internet access for the poor and excluded.

This will be complemented by enablers such as regulatory reform.


Pillar 2 (Cyber): Build Indonesia's capacity to prevent and respond to cyber-security risks affecting governments, businesses and citizens (including vulnerable groups at risk of online abuse or exploitation).


Pillar 3 (UK-Indonesia Tech Hub): Stimulate local digital economies, and forge partnerships between local tech sectors and international businesses (including UK firms) through a Tech Hub network.


What will the Jobholder be Expected to Achieve:

The Digital Access Policy and Programme Manager will be responsible for supporting programme implementation in Indonesia - working with the cross-government programme teams in London, and then providing local oversight of projects and leading on government and stakeholder engagement to promote digital access.

Additionally, you will be expected to seize opportunities to advance the UK-Indonesia relationship on digital access (including literacy and connectivity) at a time when these issues are of increasing importance to Ministers.

You will manage a programme manager and report to the Digital Development Lead.


_ Programme Management (40%)_

  • Working with digital development advisors in London to support local partners to develop project proposals that deliver the aims of the Digital Access Programme, align with FCDO programme standards, and are value for money.
  • Build relationships with the programme's global contractors and their implementing partners to ensure delivery is monitored and coordinated. This will include preempting any risks and ensuring that projects are delivering their stated intentions, intervening with the crossgovernment programme teams in London where necessary, and identifying opportunities for crosscollaboration.
  • Work closely with the UK Indonesia Tech Hub to ensure that it is fully coordinated with the strategic direction of the Digital Access Programme as a whole.
  • Act as a focal point for internal and external communications on the programme in Indonesia, ensuring the programme's visibility is properly managed and that the UK government gains recognition for its work.
- port the organisation and delivery of key visits to and from the UK related to the implementation and promotion of the Digital Access Programme. This will include supporting engagements with relevant private sector, civil society, and government partners and with set-up, delivery and monitoring activities.


_ Policy Delivery (40%)_

  • Influence key decision makers in Indonesia government, civil society and private sector in support of Embassy and programme objectives in these areas. This will involve building and maintaining relationships that drive forward UK priorities in the digital policy area in Indonesia, securing regulatory and policy shifts through diplomatic engagement with senior officials.
  • Monitor the internet governance and telecoms regulatory environment in Indonesia.
  • Monitor the emerging technological innovations and new business models that drive affordable and inclusive digital access for the most disadvantaged populations in Indonesia.
  • Use information gathered to input into research which will inform design and setup of new programme activities. Continual monitoring of these sectors will be required to spot and assess potential opportunities and risks.
  • Provide reporting on your analysis and meetings to government colleagues. Coordinate your work with others in the Embassy and relevant government departments in London.

_ Secondary Benefits (15%)_

  • Working with the UK's Digital Trade Network to support the secondary benefits of the programme by looking for and acting upon opportunities to grow the local digital market in a way that supports economic development and poverty reduction. This should have a secondary benefit of allowing international (including UK) companies to engage with that market.

_ Corporate (5%)_

  • All staff at post are expected to participate in wider Embassy
