Background

Indonesia's youth unemployment rate remains the highest among other age group populations causing the risk of youth becoming a demographic burden for the economy, despite the growing number of the youth population as a demographic bonus.

About 1 in 4 Indonesians are young people [1] but contributed to almost half of the unemployed in Indonesia, and the majority are educated unemployed.

[2] The 2020 Indonesian young workforce unemployment rate is almost 7 per cent higher than the global rate.

They are also often perceived as vulnerable groups suffering from poor quality jobs, low pay, less experienced, and an indecent working environment.

The Youth Development Index in 2019 also showed that the economic domain had the lowest index value compared to four other domains, which were worth 40% of the optimal achievement of 100.

[3] The domains summarised the concerning situation of the two program sub-theme, which is a high proportion of the youth open employment rate (TPT), and the proportion of white-collar entrepreneurs, which is lower than the ideal number targeted.

Technological advancement and COVID 19 have shifted economic opportunities, with digital skills being identified as the most prominent growing demand in the economy [4], and also a workforce with high school minimum qualifications [5].

Technology literacy has become a prerequisite state for the youth to compete during and in the post-pandemic era [6].

Given the fact that Information Technology, Health and Social Work are employment sectors that exhibit growth in urban areas and contribute to the overall GDP growth.

Sectors of manufacturing, retail, accommodation, and food services remain potential sectors to contribute to a larger proportion of the employment.

In Country Strategy 5, YEE will improve its strategy and implementation to improve its success rate to transform youth to secure employment or having a sustainable green business.

This will be achieved by utilizing the existing modalities to support the implementation of its strategy in each stage of Youth Employment and Entrepreneurship Pathways.

Derived from the 5 key strategies, it is then translated to more detailed action for the employment and entrepreneurship sub-theme: Ecosystem approach for the stakeholder based on pathways Digitalization of learning to improve cost competitiveness Ensuring market driven approach through the provision of labour market assessment and value chain Strengthening and maintaining relationships with the private sector focusing on specific types of Private Sector contributed significantly to YEE intended goal Alumni engagement for peer support

To ensure the implementation of digitalization of learning, and continue improvement of market-based modules development and training delivery, YEE program will hire TVET& Digital Learning Specialist.

Role Purpose

The TVET & Digital Learning Specialist will develop and manage YEE Digitalization Plan for impact in youth's training program and digital development.

She/he will accountable for market-based training modules development, the quality of training delivery as well as the expanding of digital learning platform.

Technical expertise, skills and knowledge Essential Undergraduate degree in education, IT/computer science or other related field in the digital learning Minimum of 8 years of experience in digital training Affinity to work with and for young people on economic empowerment Understanding of Indonesia Government policies, laws, and institutions in relation to youth economic empowerment Good oral and written communication skills in English and Bahasa Indonesia Ability to provide technical guidance and support staff Ability to function efficiently and effectively with little day-to-day supervision Demonstr
