    The development challenge targeted by the present project involves the need for Indonesia to define, plan for and create a better balance between the development and management of major estate crops such as rubber, coffee, and oil palm, and the need for improved forest protection. The project thus focuses on creating more effective land allocations and management of forest areas with high biodiversity and ecosystem services in the context of potential estate crop development in Kalimantan and particularly in the Heart of Borneo (HoB) area. Competing priorities between the country's targeted increase in palm oil production and associated growth and employment targets for the sector need to be reconciled with commitments at both national and international levels to reducing rates of deforestation, forest fires and associated GHG emissions and biodiversity loss.

    The project strategy and theory of change is based on carrying out a clear process of identifying priority locations and testing approaches where enhanced forest area planning, management and associated use of incentives can be used to generate national and global incremental benefits without harming the potential for economic growth and development of the relevant Kalimantan provinces associated with increased production of estate crops. In addition to providing extensive benefits to Kalimantan including the HoB area, the national-level policies and tools to be developed by the project will also be of significant potential value to other areas of Indonesia facing similar development challenges. The strategy is focused on developing and implementing various approaches to enhancing protection of forested areas in the Non-Forest Land and in the convertible forest, both of which are subject to potential conversion (administratively and/or physically) to estate crops despite their remaining forest cover.

    This position is located primarily in the project management unit under the overall National Project Manager to support the programme, administrative, logistical, financial, and support services to the KALFOR project. The Project Associate works in close collaboration with the KALFOR Project Management Unit and UNDP Operations team, as required in resolving administrative and finance-related issues and information exchanges. The Project Associate identifies and helps resolve bottlenecks, clarifies and interprets procedures, and escalates complex programme and administrative issues as needed.


    Duties and Responsibilities

    The Project Associate will work under the direct supervision of the National Project Manager, and he/she is expected to perform the following tasks:

    Key Functions:

    1. Project Planning, Management support, and Annual Work Plan (AWP) formulation;
    2. Project implementation in a timely and effective manner according to plans consistent with the Country Office Standard Operating Procedures (SOPs);
    3. The project is administered according to the SOPs;

    1.Project planning, Management support and Annual Work Plan (AWP) formulation:

    • Prepare inputs for the formulation of AWPs;
    • Provide inputs to detailed implementation plans;
    • Assist in the formulation of budgets;
    • Assist in the formulation of procurement plan;
    • Assist in the revision of AWPs, and periodic revisions of procurement plans, ensuring that plans are updated in a timely manner and in close coordination with UNDP Country Office (Programme and Procurement Teams);
    • Assist in arranging logistics, preparing agenda in consultation with related stakeholders for organizing workshops as and when required;
    • Assist in minutes taking for program/project meetings and in drafting researchreports as required;

    2.Project implemented timely and effective manner according to plans and in consistency with Country OfficeSOP:

    • Initiate procurement actions for ICs, goods, works and services and recruitment of positions according to HR and procurement plans. Prepare requests for recruitment and contracting in UNDP format and according to the Country Office Standard Operating Procedures, SOPs;
    • Compile supporting documents for procurement and recruitment processes and ensure that supporting documents are complete and in line with the SOPs;
    • Promptly follow up with CO units on pending actions (Finance, procurement, recruitment, travel, transportation etc.)

    3.The projectis administered according to the SOPs;

    Institutional Arrangement

    The Project Associate will work under the supervision of the National Project Manager of KALFOR Project will be required to work closely with the rest of the project team, and the rest of the staff in the Country Office. The Project Associate will report to the National Project Manager of KALFOR Project on contractual, performance management and administrative matters.

    Required Skills and Experience

    Min. Academic Education

    • Secondary education is required.

    • University degree (Bachelor's degree) in business, economics, management or public administration (or relevant) will be given due consideration but is not a requirement.


    Min. years of relevant Work experience

    □ Minimum 6 years (with Secondary education) or 3 years (with Bachelor ́s degree) of relevant work experience in administrative, programme development, project management, administration and finance in an international organization and/or a non-governmental organization and/or the private sector;

    □ Previous work experience in organizing and successfully delivering high- level development project is an asset;

    □ Experience working with a wide range of stakeholders, from international organizations to government institutions is an asset.

    □ Experience in managing data, documents, correspondence and reports information and workflow is an asset.

    Required skills and competencies

    □ Excellent interpersonal skills: being able to listen and collaborate with a wide range of players, being able to work independently, being pro-active and taking initiative;

    □ Ability to manage workload individually and collaborate with a wide range of colleagues while meeting deadlines;
