• Purpose of consultancy
  
  

The purpose of this consultancy is to provide dedicated technical writing, synthesis, and coordination support to develop, refine, and finalize the HIV component of Indonesia's GC8 Funding Request, with a focus on CST, EMTCT and TB-HIV, from early concept development through Global Fund review, clarification, and approval stages.

Under the overall guidance of the MoH and WHO, the consultant will undertake the following tasks:

• Technical Review and Strategic Alignment
• Review relevant Global Fund GC8 guidance documents, including but not limited to:
• GC8 Modular Framework
• HIV Information Note
• Core Guidance on integration of HIV, TB, malaria, and RSSH
• Review national HIV strategic plans, EMTCT roadmaps, TB-HIV intervention, treatment cascade data, program reviews, and relevant policies.
• Ensure alignment of proposed interventions with:
• National HIV, EMTCT priorities, TB-HIV intervention
• Epidemiological and programmatic gaps
• Human rights, gender, and key population considerations
• Integration and sustainability principles promoted in GC8.
• Development of the HIV Funding Request (CST, EMTCT, TB-HIV)
• Lead drafting of the HIV narrative sections related to CST, EMTCT and TB-HIV, including:
• Situation analysis and justification
• Programmatic objectives and strategic priorities
• Selection and justification of modules and interventions
• Linkages with TB, PHC, community systems, and RSSH where relevant
• Ensure coherence between narrative sections, modular tables, indicators, targets, budgets, and implementation arrangements.
• Incorporate lessons learned from previous Global Fund grants, including performance, absorption, and sustainability considerations.
• Stakeholder Coordination and Iterative Revision
• Work closely with MoH technical teams, WHO, CCM members, civil society and community representatives to incorporate inputs and feedback.
• Participate (virtually or in‑country, as required) in technical meetings, writing retreats, and review sessions related to the HIV Funding Request.
• Revise drafts iteratively in response to national consultations, partner feedback, and CCM recommendations.
• Finalization and Grant Cycle Follow‑up
• Support final consolidation and submission of the HIV component of the Funding Request.
• Provide technical writing support during the Global Fund review process, including:
• Responses to Technical Review Panel (TRP) comments
• Clarifications, revisions, and justifications as requested by the Global Fund
• Continue providing advisory and drafting support until the HIV component of the proposal reaches technical acceptance by the Global Fund.

Indonesia will submit a Funding Request (FR) to the Global Fund under Grant Cycle 8 (GC8). The Ministry of Health (MoH), with technical support from the World Health Organization (WHO), will develop a high quality, evidence based and strategically aligned HIV Funding Request in line with the GC8 Modular Framework, HIV Information Note, and Core Guidance on integration, equity, sustainability, and health systems strengthening.

The HIV component of the Funding Request will place particular emphasis on Care, Support and Treatment (CST), Elimination of Mother to Child Transmission of HIV (EMTCT) and TB-HIV, ensuring strong alignment with national strategies, epidemiological priorities, community and human rights based approaches, and Global Fund GC8 priorities, including integration with TB, PHC, and RSSH where relevant.

To support this process, MoH and WHO will jointly engage an Individual Consultant (HIV Writer) who will work in close coordination with MoH technical units, the Country Coordinating Mechanism (CCM), WHO, and other relevant stakeholders.

Educational Qualifications:

Essential: Advanced degree in public health, medicine, social sciences, or a related field.

Experience

Essential:

• At least 5 years of experience in HIV programming, with strong knowledge of CST, EMTCT and TB-HIV including direct involvement in the development of Global Fund funding requests.
• Demonstrated and verifiable experience in drafting Global Fund funding requests (HIV component preferred), including direct engagement with the Global Fund Technical Review Panel (TRP) process and responses to TRP comments.
  
  

Desirable:

• Prior experience working with WHO, UN agencies, Ministries of Health, or Country Coordinating Mechanisms (CCMs) is a strong asset and highly desirable for WHO procurement.
