Familiarize contractors with the contractor-related environmental safeguards requirements

The Consultant's tasks include, but are not limited to, the following:
(i) familiarize with ADB's Safeguard Policy Statement of 2009 and environmental safeguard documents applicable for EARR and its subprojects including: Environmental Assessment and Review Framework (May 2019), Initial Environmental Examination (IEE), Due Diligence Report (DDR), and Environmental Code of Practices (ECOP);
(ii) familiarize with the approved contractor environmental management plans (CEMPs) and review CEMPs prepared by contractors for review and approval by the PMSCs and PIUs;
(iii) advise the PIUs and the PMSCs in guiding and monitoring the contractors in implementing environmental mitigation measures and their monitoring as well as reporting obligations detailed in the CEMPs, RKL-RPLs, UKL-UPLs, and SPPLs to fulfill their contractual obligations; observe the compliance of environmental safeguards requirements by contractors through site visits and meetings;
(iv) advise the PIUs and the PMSCs in providing guidance to the contractors for preparing their respective semi-annual CEMP implementation reports and environmental monitoring reports to be submitted to the PMSCs/PIUs and local environmental agencies, respectively, according to their contractual obligations;
(v) guide the PIUs, PMSCs and contractors in implementing the grievance redress mechanism (GRM);
(vi) advise the PMSCs in issuing non-compliance notifications together with corrective actions related to the CEMPs, when required;
(vii) advise the PIUs and PMSCs in addressing unexpected, adverse environmental impacts during construction and remedial actions to mitigate such impacts, when required; and
(viii) prepare concise monthly reports summarizing the contractors' performance in implementing the CEMPs, RKL-RPLs, UKL-UPLs, and SPPLs including its shortfalls and non-compliances; also report on unexpected adverse environmental impacts and recommended remedial actions; the format and content of this report to be discussed and agreed with ADB.
With particular reference to Covid-19, any need for international and national travel shall be assessed by ADB and Consultant using ADB's advice at the time of travel. Subject to ADB's approval, the Consultant may use remote video technology meetings to replace face to face meetings as considered necessary.
